MOSCOW (AP) ? Firefighters extinguished a massive fire aboard a docked Russian nuclear submarine Friday as some crew members remained inside, officials said, giving assurances that there was no radiation leak and the vessel's nuclear-tipped missiles were not on board.

Military prosecutors have launched an investigation into whether safety regulations were breached. President Dmitry Medvedev summoned top Cabinet officials to report on the situation and demanded punishment for anyone found responsible.

The fire broke out Thursday at an Arctic shipyard outside the northwestern Russian city of Murmansk where the submarine Yekaterinburg was in dry-dock. The blaze, which shot orange flames high into the air through the night, was put out Friday afternoon and firefighters continued to spray the vessel with water to cool it down, Emergency Situations Minister Sergei Shoigu said.

Russian state television earlier showed the rubber-coated hull of the submarine still smoldering, with firefighters gathering around it and some standing on top to douse it with water. Most modern submarines' outer hulls are covered with rubber to make them less noisy and more difficult for an enemy to detect.

Seven members of the submarine crew were hospitalized after inhaling poisonous carbon monoxide fumes from the fire, Shoigu said.

An unspecified number of crew remained inside the submarine during the fire, Defense Ministry spokesman Col. Igor Konashenkov said in a statement. He insisted there never was any danger of it spreading inside the sub and said the crew reported that conditions on board remained normal.

Konashenkov's statement left it unclear whether the crew were trapped there or ordered to stay inside.

There has been no radiation leak from the fire, the Defense Ministry and Foreign Ministry said, and Norway's Radiation Protection Authority across the border reported it has not measured any increased radioactivity.

The governor in Finnmark, Norway's northeastern province that borders Russia, and the radiation agency complained about the Russian response.

"There have been problems to get clear information from the Russian side," Gunnar Kjoennoey told Norwegian broadcaster NRK. "We have an agreement to exchange information in such cases, but there has been no information from the Russian side so far."

Russia's military says the blaze started on wooden scaffolding and then engulfed the sub's outer hull. The vessel's nuclear reactor had been shut down and its nuclear-tipped missiles and other weapons had been unloaded before dry-dock repairs, it said.

Toxic fumes from the blaze had spread to the town of Roslyakovo where the shipyard is located, but officials said there was no need to evacuate local residents.

The Interfax new agency quoted the former director of the biggest shipyard in the area as saying the fire was probably caused by the failure to take proper safety precautions, such as coating the scaffolding with special sprays to make it fire-resistant.

"It was either lack of professionalism or an attempt to save money that has turned into huge losses," Nikolai Kalistratov said.

The Yekaterinburg is a Delta-IV-class nuclear-powered submarine that normally carries 16 nuclear-tipped intercontinental ballistic missiles. The 166-meter (548-feet) vessel has a displacement of 18,200 tons when submerged.

The chief of the General Staff of the Russian armed forces, Gen. Nikolai Makarov, led a team of senior military officials to Roslyakovo to oversee the emergency response.

The damage from the fire could be so massive that the submarine would need to be scrapped, the Interfax news agency reported Friday. But Deputy Prime Minister Dmitry Rogozin, who is in charge of the nation's military industries, said that the submarine will rejoin the navy after repairs.

The Russian navy suffered its worst accident in August 2000, when the Kursk nuclear submarine exploded and sank during naval maneuvers, killing all 118 crew members aboard.

A 2008 accident at the Nerpa nuclear-powered submarine killed 20 Russian seamen and injured 21 others when its fire-extinguishing system activated in error and spewed suffocating Freon gas.

Russian court rejects proposed ban of Hindu text (AP)

MOSCOW ? A Russian court decided Wednesday not to ban a religious text central to the global Hare Krishna movement, rejecting claims that the text is "extremist" and ending a case that has angered Hindus around the world.

The Indian Foreign Ministry said it appreciated "this sensible resolution of a sensitive issue."

Prosecutors in the Siberian city of Tomsk had argued that the Russian translation of "Bhagavad Gita As It Is" promotes "social discord" and hatred toward nonbelievers, causing an outcry in India, where many considered the proposed ban a violation of the rights of Hindus in Russia.

The text is a combination of the Bhagavad Gita, one of Hinduism's holiest scriptures, and commentary by A.C. Bhaktivedanta Swami Prabhupada, founder of the International Society for Krishna Consciousness, which is often called the Hare Krishna movement.

The prosecutors had asked the court to include the book on the Federal List of Extremist Materials, which bans more than 1,000 texts, including Adolf Hitler's "Mein Kampf" and books distributed by the Jehovah's Witness and Scientology movements.

Alexander Shakhov, a lawyer for Hare Krishna devotees in Tomsk, said the group is satisfied with the court's decision.

"This judge's decision shows that Russia is becoming a truly democratic society," Shakhov was quoted as saying by the Interfax news agency. "We are very excited about this victory."

Yury Pleshakov, a spokesman for the group in Moscow, said the book in question has existed in Russia for 25 years and has never inspired violence or extremist activity.

"On the contrary, this book teaches humane attitude towards all living beings," Pleshakov said.

The trial, which began in June, followed this year's ban on the construction of a Hare Krishna village in Tomsk and was based on an assessment by professors at Tomsk University, who concluded that "Bhagavad Gita As It Is" includes strong language against nonbelievers and promotes religious hatred and discrimination on the basis of gender, race, nationality and language.

The ruling came a day after Indian External Affairs Minister S.M. Krishna met with Alexander Kadakin, Russia's ambassador to India, and urged the Russian government to resolve the issue. Indian officials had last week appealed to high-level Russian authorities to intervene.

The Tomsk court had postponed the decision from Dec. 19, when protesters gathered outside the Russian consulate in Kolkata, and the speaker of India's lower house of parliament adjourned the body for several hours after members began shouting in anger over the proposed ban.

After hearing further testimony from academic experts on Wednesday, the judge ruled that the prosecutors' claims were unfounded.

The Bhagavad Gita "is not merely a religious text, but one of the defining treatises of Indian thought," said Indian Ambassador to Russia Ajai Malhotra in a statement. "The Bhagavad Gita has circulated freely across the world for centuries and there is not a single instance of it having encouraged extremism."

The Indian Foreign Ministry on Wednesday sought to soothe over any tensions.

"We appreciate this sensible resolution of a sensitive issue and are glad to put this episode behind us," ministry spokesman Vishnu Prakash said in a statement. "This demonstrates yet again that the people of India and Russia have a deep understanding of each other's cultures and will always reject any attempt to belittle our common civilizational values."

The Russian Foreign Ministry had insisted the Tomsk court was not taking issue with core Hindu scripture itself, but rather with the author's commentary and poor translation in "Bhagavad Gita As It Is."

"I would like to emphasize that this is not about 'Bhagavad Gita,' a religious philosophical poem, which forms part of the great Indian epic Mahabharata and is one of the most famous pieces of the ancient Hindu literature," ministry spokesman Alexander Lukashevich said at a briefing in Moscow last week, adding that the book was first published in Russian in 1788.

Still, followers of the Hare Krishna movement in Russia saw the proposed ban as a result of continued intolerance of minority religions by the Russian Orthodox Church. Pleshakov estimates there are at least 150,000 Hare Krishna devotees in Russia.

"The current problem is, above all, the misuse of the law on combating extremism," Pleshakov said. "It is used to search for enemies where they can not even be defined."

In 2005, a Russian Orthodox archbishop asked the mayor of Moscow to ban the construction of a proposed Hare Krishna temple, calling the Hindu deity Krishna "an evil demon, the personified power of hell opposing God," according to Interfax. The temple was later allowed in a Moscow suburb.

China urges tighter Internet security after hacking attacks (Reuters)

SHANGHAI (Reuters) ? The Chinese government is working with domestic Internet search engines like Baidu Inc and Sohu.com, and financial institutions to prevent phishing attacks on unsuspecting Chinese web users.

The Ministry of Public Security said on Friday it would work with 10 Chinese search engines to protect the website rankings of financial institutions to lessen the chances that Internet users will be duped by phishing websites.

A phishing attack occurs when the user is persuaded to part with his or her username and password via a fake webpage that closely resembles the original.

Through the collaboration, the official websites of several Chinese banks, such as Agricultural Bank of China and China Construction Bank will be ranked first in the search engine when a user searches for the related keywords, the Ministry said in an online circular on Friday.

The move comes as China urged tighter Internet security on Wednesday, after a spate of personal data leaks that alarmed the online community and prompted calls for tougher scrutiny of who has access to online information.

China claims the most Internet users in the world at 485 million, state media reported last month, and despite widespread censorship and monitoring online, many users have been up in arms about the reported data leaks and their implications.

The user IDs, passwords and e-mail addresses of more than 6 million accounts registered on CSDN -- a site for programmers -- were leaked, Xinhua New Agency reported last week, citing an anti-virus software provider which discovered the problem. The popular social-networking site Tianya was also hit.

The Global Times newspaper on Friday described the state of Internet security in China as "very dangerous," saying the leaks had "struck Chinese society's alarm bells."

The Ministry of Industry and Information Technology said on Wednesday that it would investigate the hacking incidents.

"The department believes the recent leak of user information is a serious infringement of the rights of Internet users and threatens Internet safety. The department strongly condemns such behavior," the ministry said in the statement.

China is widely suspected of being the origin of many hacking attacks on government and commercial websites abroad, but officials have repeatedly dismissed reports that the government or military could be behind such attacks.

China bans numerous overseas websites, including Facebook, Twitter and YouTube and some foreign media outlets, fearing the uncensored sharing of images and information could cause social instability and harm national security.

A luxury ?50million holiday village is being planned in the Welsh countryside ? especially for Chinese visitors.

Developers are hoping to lure thousands of wealthy tourists from the booming Far East to the complex which will boast a 100-bed hotel and 80 plush holiday homes.

WHAT IS THERE TO DO AROUND LLANDEILO?

Dinefwr Park is a local attraction known for its history and landscape.

It is host to Roman forts and a medieval castle alongside two towns and a herd of White Park Cattle.

Castle Woods nature reserve is nearby in the parish of Llandyfeisant there are the remains of Dinefwr Castle, ones home to the government of Wales.

It is believed construction of the castle started in the 9th century but there are no remains from this period and it was rebuilt between 1155 and 1197.

Gelli Aur country park is host to fallow deer, a private mansion with a history stretching 500 years and an arboretum that has been growing and worked on since the 1860s.

The parish church of Llandeilo, St Teilo's, has an impressive tower that is from late medieval times and construction on the rest of the church was finished in 1850.

Twelve miles away is the county town of Carmarthen which has a museum, the Oriel Myrddin and King Street galleries, a theatre, Carmarthen Quins rugby club and the Llangloffan Cheese farm.

A recent indicator of the phenomenon was the large contingent of Chinese shoppers snapping up designer goods at the post-Christmas sales.

Now the first purpose-built holiday centre at a 22-acre site at Llanfynydd, Carmarthenshire, West Wales, is aiming to cash in on the trend.

It will cater for up to 20,000 visitors a year and is expected to include signs in English, Cantonese and Mandarin, and train staff in Chinese customs.

Maxhard Ltd plans to build its resort at Pantglas Hall, where a timeshare complex of 25 Swiss-style log cabins already exists.

The five-storey hotel would incorporate a Grade II listed tower ? the only structure left standing from the original 1830s hall.

The holiday homes would be built in a modern, urban style which the developers believe is ?what would be expected? by its clientele. ?

The plans, which also include a three-storey 220-space car park, ten shops and a swimming pool, are facing fierce opposition from locals who claim the development will have a negative effect on the rural community.

Councillor Meirwen Rees said: ?What advantage is it going to bring to Llanfynydd? It?s not for local people, is it? It is for Chinese holidaymakers.?

A spokesman for Maxhard, which has offices in China and the UK, described the project as ?a luxurious development for a select international clientele, mainly from China, looking to? enjoy a tranquil Welsh retreat?.

Maxhard director Tommy Li hopes the complex will open Wales up to the growing Chinese tourist market.

He said research showed that most visitors from China knew of England and Scotland but had not heard of Wales.

He added: ?We are going to bring at least 20,000 Chinese clients each year to Wales.? Much of China lives in poverty but its burgeoning economy has produced an estimated 960,000 millionaires.

Remember CUPP Computing's PunkThis board we played with at Computex 2011? It's now left the confines of its 2.5-inch hard drive form-factor and jumped ship from a standard Asus netbook to a Core i5-equipped Eee Slate EP121, taking residence alongside the tablet's battery. As a refresher, PunkThis puts a complete ARM-based system into an x86 computer by replacing the SATA HDD with a single core 1GHz Texas Instruments OMAP 3730 processor, 512MB RAM and WiFi, along with a mini-PCIe socket for SSD storage, plus connectors for the hosts video, audio and USB interfaces. While CUPP computing is still working hard to make PunkThis commercially available for tech-savvy individuals, it acquired Israeli security company Yoggie last July and built this demo machine to attract another kind of customer.

The tablet we tested was running Windows 7 Home Premium and Android 2.3.4 simultaneously, and was equipped with an additional button for switching between x86 and ARM modes. Since the Asus EP121 already uses a mini-PCIe SSD instead of 2.5-inch SATA storage, a prototype PunkThis board was designed to fit alongside a modified battery. Gingerbread didn't break a sweat supporting both the 1280x800-pixel capacitive touchscreen and pen-based Wacom digitizer thanks to some additional hardware and software tweaks. Beyond the ability to switch between Windows for heavy lifting and Android for improved battery life, it's possible to use both x86 and ARM side-by-side. Imagine antivirus and firewall software running on the PunkThis board in mission-critical security applications for enterprise, and it's easy to see where CUPP Computing is going with this. Tough choice looms on 9/11 health lawsuits

(AP) ? More than 1,600 people who filed lawsuits claiming that their health was ruined by dust and smoke from the collapsed World Trade Center must decide by Jan. 2 whether to keep fighting in court, or drop the litigation and apply for benefits from a government compensation fund.

For some, the choice is fraught with risk.

Federal lawmakers set aside $2.76 billion last winter for people who developed illnesses after spending time in the ash-choked disaster zone.

But to be considered for a share of the aid, all potential applicants must dismiss any pending lawsuits by the deadline and give up their right to sue forever over Sept. 11, 2001, health problems. Anyone with a lawsuit still pending on Jan. 3 is barred from the program for life.

The government program is attractive because it spares the sick from having to prove that their illness is related to Sept. 11, and that someone other than the terrorists put them in harm's way. But applicants won't know for months, or even years, how much money they might eventually receive from the program. That means some people may give up their lawsuits and find out later that they only qualify for a modest payment.

Others face a deeper problem. People exposed to trade center dust have blamed it for hundreds of illnesses, but currently the fund only covers a limited number of ailments, including asthma, scarred lungs and other respiratory system problems. That list does not currently include any type of cancer, which scientists have yet to link to trade center toxins.

But the very possibility that cancer could, someday, be covered has led some plaintiffs to drop their lawsuits anyway.

"In a sense, I've weighed my options and rolled the dice believing that the country I helped is not going to let me down," said former New York City police detective John Walcott, who retired after being diagnosed with acute myelogenous leukemia in 2003.

He decided a few days before Christmas to drop his case, saying he had come to believe he would never get anything out of the legal system.

"The court system was set up for attorneys to make a lot of money," he said. He added that at age 47, he is tired of a court fight that had no end in sight. "I'm done with 9/11. I can't go forward with my life and family and live in peace with this hanging over me."

The special master overseeing the compensation fund, Sheila Birnbaum, acknowledged that the deadline would put some people in a tight spot, especially if they have an illness that isn't currently covered by the fund.

"That is one of the dilemmas," she said.

Birnbaum noted, though, that the law gives her no wiggle room. Anyone who has a lawsuit active on Jan. 3 will be disqualified from consideration, she said, even if their illness is later deemed to be covered.

"It's a hard decision that they have to make," she said.

The lengthy application process for the fund began in October, and Birnbaum said she expected thousands to apply. She could not say how many might do so by the time the fund closes years from now.

Lawyers who represent people with pending cases said they have been going over the pros and cons with their clients for several months, to see which option might suit them better.

"It's a complicated analysis," said attorney Gregory Cannata, whose firm represents about 100 people, including laborers brought in to repair damaged buildings and cleaners who swept tons of dust from office suites.

Cannata said that for the most part, his clients have decided to stick with their lawsuits, in part because of the possibility of a larger payout than they might receive under the government program.

Police officers, firefighters and city contractors who cleared away the 9/11 rubble make up only a small slice of the people facing the dilemma. Most of the more than 5,000 city workers who filed lawsuits claiming that the city had failed to protect them from the dust settled their cases in 2010, before the compensation fund was created.

Walcott was one of a few who rejected the deal, worth more than $700 million. Under the law, people who settled previously will be allowed to apply for government benefits. Any award they receive will be reduced by whatever they got from the legal settlement.

The tough decisions won't end Jan. 2.

In addition to people with legal claims already pending, thousands more New Yorkers have become ill because of exposure to the dust. They will have to decide in the coming years whether to sue someone over their illness or try their luck in the government program.

If too many people apply for aid from the compensation fund ? including people with common illnesses that may, or may not, have anything to do with Sept. 11 toxins ? the nearly $2.8 billion set aside by Congress may get exhausted quickly. Adding just 1,000 people with cancer to the program could eat up $1 billion, said Noah Kushlefsky, an attorney with the firm Kreindler & Kreindler.

"The real question is, how many more cases are there out there?" Kushlefsky said.

Enough, it seems, to keep both the courts and the 9/11 fund administrators busy for some time yet.

Want democracy in China? Have 9 years in prison

A Chinese court sentenced a veteran democracy activist Friday to nine years' imprisonment for inciting subversion, after he wrote four essays arguing for democracy.

The sentence given to Chen Wei is thought to be the most severe punishment handed down in a crackdown on dissent this year.

He was convicted of "inciting subversion of state power" over the essays, which he wrote and published online, said one of his lawyers.

Chen was one of hundreds of dissidents, rights activists and protest organizers swept up in a crackdown on dissent from earlier this year, when the ruling Communist Party sought to stifle potential protests inspired by anti-authoritarian uprisings across the Arab world.

Attorney Liang Xiaojun said the trial at a court in the city of Suining in southwestern China lasted about two and a half hours and that the sentence was handed down 30 minutes after the trial concluded.

"We pleaded not guilty. He only wrote a few essays. We presented a full defense of the case, but we were interrupted often, and none of what we said was accepted by the court," Liang said.

Liang said that after the sentence was handed down, Chen said: "I protest, I am innocent. The governance of democracy must win, autocracy must die."

'What's wrong' with free speech?
Chen's wife Wang Xiaoyan denounced the punishment.

"He is innocent and the punishment was too harsh. The court did not allow him to defend himself and he was completely deprived of his right to free speech," Wang said by phone from Suining. "What's wrong with a person freely expressing his ideas?"

Chen was among those who signed the "Charter 08" manifesto for democratic reform that was co-written by Liu Xiaobo, the jailed dissident who won the 2010 Nobel Peace Prize.

Two other dissidents from Sichuan detained at about the same as Chen ? Ran Yunfei and Ding Mao ? have been released.

A contagion of conflict in China?

Chen, 42, previously served time for participating in the 1989 Tiananmen Square pro-democracy demonstrations in Beijing, where he was attending college.

In 1994, Chen was sentenced to five years' imprisonment for "counterrevolutionary propaganda and incitement," according to the court indictment for his subversion charge.

Friday's sentence handed down to Chen appears to be the heaviest penalty meted out in relation to this year's crackdown, said Wang Songlian, a researcher with the Hong Kong-based advocacy group, Chinese Human Rights Defenders.

"This severe punishment against an activist, caught up in the Jasmine crackdown, shows how the Chinese government's nerves are still jittery," Wang, the Hong Kong researcher, said.

"All its latest moves, its attempts to control its microblogs, its crackdown on activists, show it is increasing tightening on freedom of expression and other civil liberties," she said.

Others rounded up in this year's crackdown who have been punished include Beijing activist Wang Lihong, who was sentenced to nine months in jail in September for staging a protest on behalf of other activists, and Yang Qiuyu, a Beijing activist who was sentenced to two years of re-education through labor.

Before the trial, his wife said Chen was being prosecuted for "nothing but his essays."

"I hope to see him in the courtroom," she added. "I haven't seen him since he was detained."

China's party-run courts rarely find in favor of defendants in trials for political charges.

The Chinese government's hostility to political dissent is likely to grow next year as the Communist Party's prepares for a leadership handover.

JingXing S7100It looks like the Sony Ericsson Xperia PLAY isn?t going to be the dedicated Android gaming device on the block, a company named JingXing has decided to step into that niche with a device of its own: the JingXing S7100. However, the S7100 isn?t a phone and takes the form factor of tablet instead, and features gamepad controls on the sides of the display.

While the specs of the device weren?t revealed, it will be running on Android (as evident by the dedicated Android buttons on the bottom of the device and the Android logo on the back), and will feature a rear camera and a front facing camera. The tablet?s gamepad gives users a 4-way D-pad, 4 regular buttons (circle, triangle, square, x), as well as start and select. No sign of shoulder buttons, so I guess you?ll need to use onscreen controls for those.

Don?t expect to have a dedicated app store like the Xperia PLAY/PlayStation Vita ? but you can be pretty sure that ROM emulators are going to be this tablet?s best friends.?No word on pricing or availability, but we?ll keep you posted if it turns up on this side of the world. It?s always interesting to see tablet manufacturers putting their own spin on Android devices ? with the plethora of tablets available on the market today, they need to find a way to stand out somehow.

NASA has awarded a contract to Science Systems and Applications, Inc. (SSAI) of Lanham, Md ., for the Global Modeling and Assimilation Office (GMAO) scientific support services. The estimated maximum ordering value of this letter contract is $47 million, effective February 1, 2012, and ending January 31, 2017.

GMAO develops and uses comprehensive global models and data assimilation systems to study land surface, the atmosphere and its components, and ocean biology. This contract supports projects in three areas within GMAO, encompassing all aspects of the development, operation, and maintenance of modeling, assimilation and forecast systems. This includes support for scientific research and development, project management, and the development and maintenance of operational capabilities. Most tasks involve the development or modification of major software systems and subsystems.

NASA's Goddard Space Flight Center in Greenbelt, Md. is the lead center for GMAO.
